As a current Coloradan, this mindset s/he is expressing eludes me. Even when I was living in California, this mindset would have confuzzled me. My wife, who lived in Florida has seen this, but not to such a comedic level. Am I privileged by living where it actually gets cold?
We (Midwesterner here) laugh at the idea of a city shutting down over three inches of snow, but the places that don’t get much snow just aren’t prepared for it. A quick Google search says the city of Houston only has 10 snow plows, vs 100ish in Denver and 300ish in Chicago, and such.
It is funny at the first sound of "Texas shut down because to an inch of snow!", but think of it this way. Texas doesn’t get much snow on average except in the panhandle area. Texas therefore doesn’t treat the roads with anti-icing agents in winter. In case of snow and ice, Texas uses salt. Ordinary, regular salt. Texas doesn’t keep enough stock in supply at all times for when it actually snows a lot. Our roads ice over like a skate rink if it gets wet and hits 32 degrees Fahrenheit. Staying off the roads is the best way to avoid an accident so we shut down all roads completely until the temp rises in a couple days.

An inch? I was raised in the Houston area. The snow didn’t even have to stick to the ground for them to close the schools.
